Meridian Silver Plate Box, Ornately Etched

This lovely box intrigues me! Its beautifully detailed with ornate etching, its double handled, and has that great finial... I just don't think I've ever seen a box where the top sits flat like this at the bottom. Does it serve a specific purpose? I'm just curious but really it may just be quirky which is maybe what I love most about it. 

I sourced this piece from a glorious Memphis estate… the same as the Victorian detailed biscuit box and the Rigers Lion’s head ice bucket.
